In the last few months, this National Council has set an example in these countries of Africa by organising a major process for the Guinean people on the basis of the commitments made by Mr Camara.

This agreement is particularly important, given that the European Union already provides over half of all global aid and is set to provide two thirds of aid by 2015 on the basis of the commitments that have now been made.

"We believe that every Palestinian has the right to run for elections, but on the basis of law and order, on the basis of the commitments of the P.L.O. and the commitments of the Palestinian Authority," he said.

Until a peace agreement has been reached, the Union will continue political dialogue on the basis of the commitments made by the Sudanese Government for 2002 in the field of human rights, democracy and the rule of law, with particular emphasis on reaching a peace agreement.
